Even so, the organization Advocates for Highway and Auto Safety says more teen driving laws could cut down on fatalities further. &nbsp;The group’s president, Jackie Gillan, says vehicle crashes are the leading cause of death of teens nationwide. The 300 blocks of South Fourth and South Capitol Streets will return to two-way traffic starting at noon on Thursday. Officials say it may take drivers some time to get used to the change. The Street Department will remove some of the one-way signs starting Wednesday.
