Supporters say there's currently no money to take on the long list of projects. But opponents, like Republican Senator Jim Oberweis of Sugar Grove, say people can already make donations to help the fairgrounds.
"This is another example of government getting involved where it's not needed, not necessary, not responsive to the most efficient way to get things done."
Critics point out that future legislatures could easily take money collected by the foundation and spend it on other things. The measure nevertheless passed the Senate and now goes before the Illinois House.
