Il Senator wants to overhaul school-funding formula

An Illinois state senator says inequality among school districts is a big problem. Andy Manar, a Democrat from Bunker Hill, has worked across the aisle on changing the way schools are funded. 

He says districts are so dependent on property taxes, the gap between rich and poor is essentially permanent.

"Even if a district like East St. Louis wanted to raise revenue locally, they would have to raise tax rates so high that it would be impossible. That's how much of a gap we have between the haves and the have nots in the state."

Manar says he'll introduce legislation to overhaul the complicated school-funding formula.
