The new director of Illinois’ child welfare department, Arthur Bishop, once pleaded guilty to theft from a social service agency where he worked. He also was sued for child support for a daughter he said he didn’t know was his. The revelations are part of an ongoing investigation by WBEZ and the Chicago Sun-Times into the Department of Children and Family Services.
