Obama nominates successor to Ray LaHood

President Barack Obama is nominating a replacement for U.S. Transportation Secretary Ray LaHood.  Obama nominated Charlotte, North Carolina Mayor Anthony Foxx to head the department.  Foxx is the first black nominee among Obama's picks for open spots in his second-term Cabinet.
