Prospects dim for graduated income tax
The proposal requires a three-fifths majority in the legislature before it'd be sent to voters. That means all 71 House Democrats would have to sign on, and House Speaker Michael Madigan suggests prospects are dim.
"Well, what I know is that it's short of the required 71 votes ... significantly short," says Madigan.
Field organizers for a graduated tax say they have statewide, bipartisan support. But so far, no Republican lawmakers have publicly signed on to the plan.
