Chicago Mayor Rahm Emanuel says President Donald Trump's decision to pull out of the Paris Accord is a poor attempt to pit environmental protection and economic growth against each other.   Emanuel says that is a false choice. He adds Chicago has proved jobs can be created while reducing a carbon foot print and the city will continue to do both.

SPRINGFIELD, Ill. (AP) - The state of Illinois will resume sending vehicle emissions test notices after it stopped in December due to the lack of a state budget.

The Illinois Environmental Protection Agency and the Illinois Secretary of State said Wednesday that that the EPA's vehicle emissions testing contractor, Applus Technologies Inc., has agreed to print and email the reminders at no additional cost to the state.

 Illinois EPA spokeswoman Kim Biggs says the notices started to go out Wednesday for vehicles due for emissions tests in March, April and May.
