A state senator from the Chicago suburb of Evanston is joining the race for Illinois governor.  Daniel Biss is the fourth Democrat to say he wants to take on incumbent Governor Bruce Rauner. He’s got a Ph.D. in math, and declared his candidacy on day 628 of Illinois' budget stalemate.

Members of a tax policy group based in Washington D.C., came to Springfield today to oppose two pieces of legislation that would change Illinois' income tax from a flat rate to rates based on how much a taxpayer earns. 

Educators from Illinois schools and universities are pushing for a graduated income tax to generate revenue for public education and human services.  Teachers say fully funding schools, pensions and health care coverage can't happen without more revenue.

A group of activists are working to end Illinois' flat income tax. They say they've gathered more than 150-thousand signatures so far, and are making their case to Illinois lawmakers. Brian Mackey has more.
